In 2016 FINRA sanctioned Richard Moreno following allegations he “made misrepresentations to customers in connection with a purchase, offer or sale of a fixed income security.” According to FINRA’s findings, Mr. Moreno “made misrepresentations in electronic communications to one institutional customer in connection with transactions in sovereign debt issued by Argentina.” FINRA also alleged that “the misrepresentations made to the institutional customer were that Moreno had an offer from another customer to sell the Argentinian bonds when, in fact, the bonds were held in the member firm inventory account that Moreno controlled.” He was issued a 45-day suspension and a fine of $20,000.
In 2014 Richard Moreno was terminated from his position at Jefferies following allegations he “made misstatements to certain trading counterparties in connection with the purchase and sale of fixed income securities in violation of firm policy.”
