Publicly available records provided by the Financial Industry Regulatory Authority (FINRA) on May 18, 2017 indicate that former California-based Investment Placement Group broker/adviser David Guss has been the subject of a customer dispute and is currently not affiliated with any broker-dealer firm. In 1998 the National Association of Securities Dealers sanctioned him following allegations that his firm, under his direction and control, “failed to develop and maintain a continuing and current education program for its registered persons” and that specifically it “failed to complete a training needs analysis, failed to develop a written training plan, and failed to implement a continuing education program in accordance with the firm’s assessment of its training needs and a written training program.” He was censured and issued a fine of $2,500.
